“Dependent Document” from Migration Management to be Accepted as Valid for Health Activation Procedures of Foreigners

Significant changes have been made to SGK’s Health Activation Procedures Circular No. 2017/26 (via SGK Circular No. 2026-20) within the framework of the Regulation Amending the Temporary Protection Regulation dated 28.11.2025.

The new procedures and principles to be applied in the health activation processes of foreign nationals in Turkey according to the Law No. 6458 on Foreigners and International Protection (temporary protection, international protection, refugees, stateless persons, etc.) are summarized below:

New Convenience in Family Tie Notification

Primarily, a “foreign identity number” will be requested from foreigners for health activation. Foreigners who cannot obtain the standardly requested identity document, passport, driver’s license, marriage certificate, or documents to be obtained from their home country consulates to establish family ties; will be able to perform the activation process with the “applicant and accompanying person information (Dependent) document” they will receive from the Directorate General of Migration Management.

Residence Permit Requirement for Parents

For parents for whom health activation is requested as dependents, a “residence permit document” will also be requested in addition to the documents mentioned above.

However, if residence permit durations can be viewed in SGK’s Health Provision Activation System (SPAS), the physical residence permit document will not be requested. The permit periods in the Identity Sharing System (KPS) will not be taken into account; only SPAS records will be taken as the basis.

Foreigners Waiting for Residence Permit Documents

For foreigners who have applied for a residence permit and have been granted permission but have not yet received their physical document; if an official document stating that the residence permit document will be sent to their addresses is provided instead of the actual permit document, the health activation process can be carried out with this document.

Exceptional Cases Where Residence Permit is Not Required

A residence permit document will not be requested for the health activation procedures of the following individuals:

• Those who renounced Turkish citizenship by permission in accordance with Article 28 of the Turkish Citizenship Law No. 5901 (Blue Card holders).
• Citizens of the Turkish Republic of Northern Cyprus (TRNC).
